1.4.10 Reflow
Content can be presented without horizontal scrolling at a width equivalent to 320 CSS pixels.
Why it matters
Low vision
Being able to read at 400% zoom without horizontal scrolling is essential — it's the only way to read text without a magnifier.
Mobile
Content should be readable on small screens without horizontal scrolling. This is the foundation of responsive design.
Cognitive impairment
Horizontal scrolling makes it easy to lose one's place. Reflowed, one-direction reading is easier to follow.
Older users
Many enlarge text to read. It's important that layouts do not break at higher zoom levels.
Live demo
Reflow at 320px wide
Use the slider to change the viewport width and check whether the content remains readable at 320px, which is similar to 400% zoom.

Fixed-width layout — horizontal scrolling appears at 320px
Understand through a persona
Yamamoto (72) — Age-related vision decline
He browses with the browser at 400% zoom. On sites that require horizontal scrolling, he gets lost every time he returns to the start of a line. Sites that reflow let him read top-to-bottom like a newspaper.
